The Position
This recruitment is open on a continuous basis.

Under the direct supervision of the Deputy Public Works Director/Assistant City Engineer, this position is responsible for assisting with management of capital projects, private development map and plan processing and encroachment permit processing. This position shall serve as a primary contact at the Public Works counter and shall contribute to the City’s commitment to excellence in customer service.
Examples of Duties
Investigates and resolves disputes and complaints from developers, contractors, engineers and citizens involving construction, engineering, and design issues.
Provides technical information as well as department policy and procedural information to developers, contractors, engineers, and the general public over the counter or via phone/e-mail.
Functions as Project Manager for capital improvement projects and assists other members of the Engineering/Public Works Department with project management duties.
Investigates field conditions pertaining to rights-of-way or trails.
Attends meetings and represents the City and/or the department as needed and makes oral and written presentations.
Provides analysis and calculations in connection with field and office assignments regarding measurements, areas, closures, grades, curves, etc.
Prepares staff reports for City Council, Planning Commission, Traffic Commission and other public meetings.
Reviews specifications and plans for composition and accuracy relative to city, county and public works standard plans.
Issues grading, excavation, transportation, encroachment, and other department permits.
Coordinates assigned tasks with consultants, other engineers, developers, contractors, utility companies and other City departments and outside agencies as needed.
Prepares Requests for Proposals (RFPs) and administers contracts for professional services and construction.
Assist in administration of funding applications, including the monitoring, tracking, and reporting for various project fund sources (OCTA, Measure M, SB1, Caltrans, etc.)
Performs other related duties as required.
QUALIFICATIONS
Desirable Knowledge Skills & Abilities
Knowledge of principles and practices of right-of-way, design and construction principles; methods, materials and
techniques used in public works projects; right-of-way acquisition methods and practices; topographical and construction surveying; mathematics as applied to engineering work; effective management techniques; laws, regulations, codes and ordinances applicable to area assigned including Federal and State laws/requirements and the Standard Specifications for Public Works Construction; English usage, spelling, grammar and punctuation; computer applications as they relate to right-of-way and permit processing.
Ability to interpret and apply related Federal and State Laws and regulatory codes and Public Works Construction
standards; communicate effectively orally and in writing; understand and carry out oral and written instructions and use independent judgment and initiative; use computers and other tools necessary for preparation of technical reports with associated computer generated diagrams, charts and graphs (Good working knowledge of Excel, Word, familiarity with ESRI GIS, Auto CAD, and Bluebeam a plus); conduct technical studies and prepare clear and concise engineering reports, studies and correspondence; monitor a program budget; establish and maintain effective relationships with those contacted in the course of work; meet the public with courtesy and tact.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering, three years of
progressively responsible professional experience, or equivalent combination of education and experience providing the qualifying knowledge, skills and abilities.
PHYSICAL REQUIREMENTS
Work is performed indoors in an office environment and on-site in the field. When work is performed outdoors there is exposure to the elements. An incumbent uses a computer, keyboard and related equipment, drives a vehicle on city business, sits for extended periods of time, uses standard drafting tools, stands, walks, reaches, bends, twists, kneels, crouches and grasps, lifts and moves objects and materials of moderate weight (25-50 lbs.). In the field an incumbent may walk on slippery/uneven surfaces and slopes and be exposed to construction materials and dust. With or without reasonable accommodation, the Assistant Engineer must be able to meet the physical requirements of the class and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the duties to be performed.
EXEMPT/NON-EXEMPT
This is a non-exempt position. Overtime at the rate of one- and one-half times the hourly rate of the classification is paid for hours worked in excess of 40 hours per week.
BACKGROUND CHECK/PHYSICAL EXAM
Individuals selected for employment will be required to take and pass a background check (fingerprinting) for all positions and medical exam for full time and permanent part time positions. The background check and medical examination are at City expense; and conducted by a law enforcement agency and physician designated by the City. Candidates who are currently working are urged not to resign until they have successfully passed the background check, physical examination and received a final offer letter.
